Metric

How many legitimate inquiries are still sitting without a completed outcome or defined next action?

Unresolved inquiry rate is the bottom of the operating path — the metric that catches demand that entered the business and never reached a defined end. It is the leak the other metrics are trying to prevent.

Formula
Unresolved Inquiry Rate = unresolved legitimate inquiries / legitimate inquiries reviewed × 100

What this metric measures

Unresolved inquiry rate measures the share of legitimate inquiries that, after a defined review window, still have no completed outcome and no defined next action. It is the catch-all at the end of the path — the place where every upstream gap eventually shows up.

Why it matters

This is the metric that quantifies silent loss. A business can look busy — fast responses, full calendars, active follow-up — and still leak inquiries that never reach a defined end. Unresolved rate makes that leakage visible instead of letting it disappear into the phone log and inbox.

Define what counts as resolved

An inquiry is resolved when it reaches one of these states:

  • The inquiry advanced to a booked next step
  • The inquiry closed as not qualified
  • The inquiry received a clearly recorded next action with an owner

Define the review window

The business should define the review window that makes sense for its workflow — the point at which an inquiry with no outcome is counted as unresolved. Do not invent one universal number. A same-day emergency service and a multi-week consultation business need very different windows.

Common pitfalls

  • Counting a 'no answer' status as a resolution
  • Using a review window too short to catch late returns
  • Treating silence as closure
  • Comparing rates across periods with different review windows

How to measure unresolved inquiry rate

Start with the set of legitimate inquiries from a defined period — a week, a month, a quarter. After the review window passes, count how many of those inquiries still have no completed outcome and no defined next action. The rate is unresolved inquiries divided by the inquiries reviewed, times 100. The review window is the key variable: it must be long enough to catch late returns but short enough to be actionable.

This metric requires a clear definition of "resolved." An inquiry is resolved when it advanced to a booked next step, closed as not qualified, or received a clearly recorded next action with an owner. Everything else is unresolved. Without that definition, the rate becomes a guess — and a rate built on guesses tells you nothing about whether leakage is actually improving.

How unresolved rate connects to the path

Unresolved inquiry rate is the bottom of the operating path — the metric where every upstream gap eventually shows up. A slow response becomes an unresolved inquiry. A missed call with no recovery becomes an unresolved inquiry. An intake that never finishes, a booking that never completes, a follow-up with no owner — all of them surface here. This is why unresolved rate is the single best summary metric for the health of the front-door process.

Read alongside follow-up coverage, unresolved rate tells you whether the control metric is working. If coverage is high but unresolved rate is still high, the follow-up actions themselves are not producing outcomes. If coverage is low, unresolved rate will almost always be high — the inquiries were never claimed in the first place.

There is no universal target

A reasonable unresolved rate depends on the review window, the business's follow-up capacity, and how it defines a completed outcome. The right target depends on the business.
